Yes mostly a lot of reason the following reason are:

first : he did not love you
second : he love someone else
thirth: he dont like you
Fourth : he is a gay
Fifth: he is not ready to enter in relationship
Sixth : He is busy to his worked
Seventh : he have a mission and goal for his life

maybe you encountered this boy who refusing you!
